Who is the fallout guy?

who is the cool cartoony guy tered randomly across the fallout series? i never played the first 2 unfortunately, so i wouldnt know if hes explained there, but im going back to them eventually. is he some kind of mascot with a history or is he just "that dude from fallout?" thanks! this has been driving me crazy wondering!
