Are school bus drivers instructed not to call police?

This is the driver in AZ with the belligerent cell-phone toting 15 YO on her hands. a href="http://abcnews.go.com/GMA/story?id=4344477&page=1" rel="nofollow"http://abcnews.go.com/GMA/story?id=43444…/a She has my sympathy. But as soon as that snot refused to take her seat I would be dialing 911. I understand that she can't kick the kid out (or let her out as she was apparently demanding) so what can she do short of calling police? I'm glad her school district is supporting her. The parents who were banging on the bus door were misguided, imo.
