If we set our thermostat below 80F there is no heat at all. Is there anything we can do to save plumber's fee?

We live in a condo complex and management claims there is no problem with the main boiler, so we would have to call a plumber to fix our thermostat. Is there anything we can do on our own? Can't afford a plumber right now...
