Maybe he is just afraid of getting into a commitment. It sounds like he probably likes you esp. if he kissed you. Maybe you should try asking him if you guys could date exclusively. It sounds like either he is too afraid to do it, or he is leading you on (I don' t really think that's likely with the way he acts). maybe ask one of his friends if they know anything. Sometimes I think guys just don't think about complimenting girls, or don't want to give the wrong impression by doing so (going back to him being afraid of telling you about how he feels).
