How to procure a local birth certificate with no known parents?

kindly enlighten me pls on what the procedures are for a 10 yr old girl who came from Kuwait thru an amnesty, without any doentation, e.g. pport, birth certificate, etc. The girl is here in P.I. now but need birth certificate to go to school as Grade 1. Where do you think I should go and what to do? Please guide me on where to start. No known parents...
